Direct debit chargeback

As is well known, you can simply reverse a SPEA direct debit for up to 8 weeks without giving any reason. But what happens when the account that was debited doesn't have enough funds? So the money is now elsewhere. Does one of the banks involved have to step in first? Are there any mechanisms that initially block the money in the event of a chargeback? I'm a big believer in value investing and Warren Buffett's ideas of buying companies for less than what they're worth. But here's the part that I could never wrap my head around... Let's say a company's "intrinsic value" is $200 per share, but the stock price is $100/share. Ok, so that's a good buy then, you're buying "a dollar for fifty cents", as Buffett puts it. Is it reasonable/normal to verify a call from a money transfer service before discussing account information by asking to either switch to email or by me going and calling the official number to verify the request?

For example, would it be normal to either: Ask if the matter can be handled by email instead, or End the call and contact the company myself using the official customer service number to verify that the request is genuine.
