Changes to the European Artificial Intelligence Act (AI Act) were passed in the EU Parliament. The so-called “Digital Omnibus Regulation” is intended to simplify the existing regulations and make their implementation easier. The core of the new regulation is the postponement of certain requirements of the AI ​​Act of 2024. The legal obligations for AI systems that are classified as particularly risky will now only apply from December 2, 2027. For AI systems that fall under special EU security regulations, the start of application has been postponed to August 2, 2028. According to the rapporteurs, this is intended to give companies and authorities more time, as important technical standards, guidelines and procedures for reviewing the regulations are not yet fully available. In addition, some regulations will be simplified or adjusted. This affects, among other things, requirements for AI competence, the processing of sensitive personal data to detect biases in AI systems, cybersecurity and so-called real-world laboratories in which new AI applications can be tested under supervision. Another part of the reform is the ban on AI systems that produce depictions of child sexual abuse or non-consensual intimate images. This also includes so-called “nudifier apps”, which can use artificial intelligence to create realistic nude photos or sexual representations of identifiable people without their consent. Attention: The voting results shown on the right only reflect the voting behavior of the German MEPs and not that of all 720 MEPs. Overall, the new requirements were approved with 423 votes in favour, 57 against and 174 abstentions. Of the German MEPs, 66 voted for and eleven against. There were 13 abstentions.
