New emissions caps for the years 2031 to 2040
The federal government has presented a regulation that converts the annual reduction targets for the years 2031 to 2040 anchored in the Federal Climate Protection Act into binding annual total emissions. Instead of just percentage requirements, concrete maximum levels for greenhouse gas emissions are now being set. These are expected to gradually decrease from 409 million tonnes of CO₂ equivalents in 2031 to 150 million tonnes in 2040. The aim is to make the path to climate neutrality in 2045 clearer and easier to plan. According to the federal government, the determination of total annual emissions creates a binding basis for future climate policy and makes it clear which emission reductions must be achieved in individual years. There was a recommendation for the regulation from the Committee for the Environment, Climate Protection, Nature Conservation and Nuclear Safety, which recommended approval. The recommendation for a resolution was voted on by name in the Bundestag. The recommendation for a resolution was approved with 303 yes votes to 188 no votes and 74 abstentions from the ALLIANCE 90/THE GREENS faction. The Bundestag thus approved the regulation determining the total annual emissions for the years 2031 to 2040.
