Decision to declare an exceptional emergency situation due to the Russian war of aggression

The government factions of the CDU and Alliance 90/The Greens have submitted a motion to the Schleswig-Holstein state parliament that calls for the declaration of an exceptional emergency situation for the year 2025. The state parliament should determine that Russia's war of aggression against Ukraine and its consequences represent an exceptional emergency situation that is beyond the state's control and will continue to significantly affect the state's financial situation in 2025. Therefore, the permitted borrowing should be increased in order to cushion the special financial challenges that arise, for example, from the accommodation and care of Ukrainian refugees. In addition, additional funds should flow into measures that promote the expansion of renewable energies and the switch of private households to non-fossil heating systems such as heat pumps. Additional funds will be made available to better prepare for current threats in security policy areas such as cybersecurity. The motion was approved with 49 yes votes. 16 MPs voted no and there were no abstentions.
