Reform package for the public service in Bremen
The citizens of Bremen voted on individual components of a bill to change service regulations. Specifically, it was about Article 1 Number 8a, Number 12, Article 7 and Article 8. The subject of the vote included, among other things, regulations on the working hours of civil servants, adjustments to the Working Time Ordinance and transitional regulations in vacation law. The draft law provides, among other things, to increase the regular weekly working hours for civil servants from 40 to 41 hours. Exceptions are made for severely disabled employees and for civil servants with educational or care tasks. In addition, adjustments will be made to the Working Hours Ordinance and transitional regulations for vacation entitlements that have already been acquired. The changes are part of a more comprehensive legal package to adapt Bremen's service law. Article 1 number 8a, number 12, article 7 and article 8 of the draft law amending service regulations were adopted with 43 yes votes to 37 no votes. There were no abstentions. The remaining articles of the bill were also voted on by roll call. These were also approved with 66 yes votes to 14 no votes. Die Neuregelungen betreffen unter anderem das Beamt:innen-, Disziplinar- und Laufbahnrecht. The plans here include, for example, constitutional loyalty tests for applicants as civil servants, expanded options in disciplinary law for extremist official offenses and adjustments to age limits, leaves of absence and secondary employment. In addition, people with the gender entry “diverse” or “unspecified” should be able to use service and official titles in a gender-diverse form in the future.
