Tax auctions/sales Deed states IL?

Hello I am looking into moving to Illinois southern IL specifically Carbondale, Springfield, Decatur areas. I would like to know more about sales of Deeds. I see a lot of homes rent to own in that area I can only assume because it’s a Deed state that this is how these sellers acquire these cheap properties and then rent them to own in as is conditions.
