Start your own insurance

I was just reading a post about the Tecis gang and an idea came to me: Why don't we, r/Finanzen, set up our own insurance company to take advantage of all the advantages that are there (especially with regard to tax optimization), but let the whole thing run in such a way that the costs don't eat up every advantage, as is the case with the large insurance companies in question? Are there any difficult requirements that you have to meet? Surely enough capital could be found to do that
