Automatic reinvestment of dividends after portfolio transfer creates a new transaction, so double commission is deducted - why?

Some time ago I made a portfolio transfer from ExotenETFs away from ING to a Baader Depot (Finance Zero) because the ETFs at ING are not qualified for automatic reinvestment.
