Aramco advertising at the World Cup

A slightly different question, I don't really understand it. ​ Why, for example, was So much Aramco advertising on the boards at the Germany game? Do they simply want to represent their state or do they really think they have to advertise for the largest oil company, which is basically there to finance Saudi Arabia's future?
