Costs for a depository account too high at Volksbank Raiffeisenbank?

Hello. I am new to finance and would like to gain experience with a portfolio. Slowly approach ETFs, possibly individual stocks at some point. My house bank offers me a deposit with the following key data: - Costs per purchase/sale: 0.3%, but at least €9.95 - Basic fee for the deposit per quarter: 0.1% of the deposit value, but at least €9.95 My question: Is that expensive or too expensive?
