Too much information from the electricity provider for more favorable conditions, what's the catch?

I have now seen from several electricity providers that the price of work on offer goes down the higher my expected annual consumption is. Can I then simply make a statement that is far too high, of course pay too high a deduction and get the rest back in the billing, but with lower electricity costs?
