Foreign deposit / withholding tax

I'm currently at TradeRepublic and do a lot with derivatives. Holding period usually between 2-6 weeks. After the sale, the withholding tax is immediately collected by the provider. I've heard from some people that the withholding tax is collected from foreign brokers at the end of the year and that you can work with the money until then. Is that true?
