Now that the NL is about to tax unrealised gains, where in the EU is best to accumulate & invest for FIRE, besides Luxembourg and Switzerland?

I know the law is not official yet, but by the looks of it it's likely to be passed. Even Dublin/Ireland, which has high salaries, taxes unrealised gains every 6 years, and the housing crises basically erodes any meaningful gains you would make by moving here from Continental Europe. Is it easy to tell if a broker will provide access to all main ETFs?

I'm in my quest to choose my first broker. My main goal is long term ETF. However, I'm still confused and not decided which ETFs to go for, EU vs world, and then all the different 4-letter codes I see mentioned here.
