What is the best strategy to allocate and optimize a 100K investment?

Hi! Is it considered optimal if a 100K investment is allocated as shown below and why or why not? Is it better to lump sum this amount or DCA or a bit of both? Is it safer to invest in ETF's and riskier to invest in individual stocks? TFSA - 40% VOO + 35% QQQ + 5% EEM. Non-registered - 20% VT.
