Essential content

In the Thuringian state parliament, a bill from the Die Linke parliamentary group was rejected, which envisages changing the Thuringian law on petitions. The focus is on the legal protection of the so-called hardship fund of the Petitions Committee. The draft law aims to explicitly anchor the existing fund in law for the first time. This fund is intended to support people in acute financial or social emergencies in connection with a petition. In the future, it will be stipulated by law that the fund will exist permanently and be endowed with at least 100,000 euros annually. The draft law also sets out clear criteria and procedures for allocating the funds. Under certain conditions, affected people can receive one-off financial support if they find themselves in an acute emergency through no fault of their own and can provide proof of this. The aim is to make the awarding process more transparent and legally secure. According to the applicants, the hardship fund has already proven in practice to be an important instrument for helping people in particularly exceptional situations. The legal anchoring is intended to ensure that the fund is permanently secured and is reliably available even in times of tight budget situations. The bill was defeated by 12 votes in favor to 68 against. There were no abstentions.
