The Schleswig-Holstein state parliament discussed and voted on a proposal from the SPD parliamentary group entitled “Right to education – right to instruction”. The application aims to better secure students' right to reliable and regular lessons. Specifically, the state government is called upon to take measures to ensure a mandatory minimum level of instruction, especially in the core subjects. The background is that, according to information in the application, some of the lessons at general education schools are currently not being taught as planned, for example due to lesson cancellations, non-subject replacement or other forms of supervision. According to the proposal, the school management should be obliged to intervene if more than ten percent of the lessons in a core subject are canceled or are not taught properly. If a proportion of 20 percent is exceeded, the school supervision should also take action and take measures to ensure that lessons are taught. In addition, the application proposes to improve transparency regarding the provision of lessons. In the future, not only the number of teaching positions planned will be taken into account, but also the positions actually filled. The annual report on the teaching situation should therefore be supplemented with information on the average occupancy rate of the various types of schools. In addition, a procedure should be created with which parents and students can demand a minimum level of instruction if this is not met. Cases with particularly high levels of class cancellations and the countermeasures taken should also be presented in the report on the teaching situation in the future. The motion was rejected by 40 votes against to 19 votes in favor.
