No introduction of a Bavarian child starting allowance (amendment request)

The Bavarian state parliament voted on an amendment from the CSU and FW parliamentary groups to the state government's draft law to introduce a Bavarian child start-up allowance. The original draft law proposed combining the previous family and crèche benefits into a one-off payment of 3,000 euros per child, which would be paid out from the age of two. The amendment proposed by the government groups, however, takes the approach of completely foregoing the introduction of child start-up allowance and at the same time discontinuing the existing family and daycare allowance for children born from January 1, 2025. The previous benefits should continue to apply to children who have already been born (grandfathering). According to the proposal, the financial resources released as a result should flow specifically into the financing and expansion of child day care, in order to relieve the burden on municipalities in particular when it comes to providing child care places and to ensure the quality of child care in the long term. The amendment was adopted with 91 votes in favour. 64 MPs voted against the motion and there were no abstentions.
