The Bremen parliament voted on a law to amend budget regulations. The draft law envisages adapting Bremen's budget law to the changed debt brake requirements in the Basic Law and introducing new rules for financial relationships between the state and municipalities. The key point is that Bremen will be allowed to use limited structural credit flexibility in the future. This is based on an upper limit of up to 0.35 percent of gross domestic product, which was set by federal law. At the same time, the municipalities of Bremen and Bremerhaven fundamentally aim to balance their budgets without incurring new debts. The law also stipulates that municipalities can receive financial allocations from the state under certain conditions, for example if they properly balance their budgets. In addition, the rules for municipal financial supervision are specified, for example when it comes to approving budgets or the Senate's ability to intervene. Overall, the law is intended to create more financial flexibility while at the same time ensuring budget discipline and government control. The law was passed with 46 yes votes, 35 MPs voted no.
