Declaration of an exceptional emergency situation for the year 2026
The state parliament of Saxony-Anhalt has decided to declare an exceptional emergency situation for 2026 as well. The reason given is that the emergency caused by the corona pandemic continues despite the infection rate having subsided. In particular, the measures to strengthen pandemic resilience and to deal with long-term economic and social consequences have not yet been completed and continue to place a considerable burden on the state budget. The “Corona” special fund with a volume of around two billion euros finances an extensive catalog of measures with a total of 63 individual measures. Some of the projects have already been completed, but numerous projects, such as in the healthcare system, hospital investments, the digitalization of schools, universities and administration as well as the reduction of learning backlogs, are still being implemented and are scheduled to be continued or completed in 2026. Spending of up to 790 million euros is planned for 2026. At the same time, the resolution regulates the repayment of the emergency loans taken out. From 2029 onwards, a repayment installment of 100 million euros is to be made annually, with the oldest loan liability being serviced. In this way, the state parliament is creating the budgetary basis to continue the measures it has initiated to overcome the crisis and strengthen the country's resilience. The state government's proposal was accepted with 51 yes votes. 31 MPs voted against and there were no abstentions.
