Simplification and implementation of artificial intelligence regulations - banning "nudifier" systems
The EU Parliament has voted on changes to the existing EU rules for artificial intelligence. The focus is on the so-called “Digital Omnibus Regulation”, which is intended to simplify and adapt the implementation of the AI regulations that have already been passed. The aim is, in particular, to postpone the application of certain rules for high-risk AI systems while at the same time creating more clarity for companies. MEPs are in favor of introducing fixed deadlines for key regulations to come into force. Stricter requirements for particularly high-risk AI systems are to apply from December 2, 2027, while August 2, 2028 is planned for systems that already fall under other EU product safety regulations. In addition, providers should be given until November 2, 2026 to implement labeling requirements (watermarks) for AI-generated audio, image, video or text content. In addition, rules for companies should be made more flexible, for example by making it easier for small and medium-sized companies. At the same time, safeguards are provided when personal data is used to improve AI systems. Another central component of the proposed changes is the ban on so-called “nudifier” applications. This refers to AI systems that can generate or manipulate realistic-looking, sexually explicit images and videos without the consent of the person concerned. Attention: The voting results shown on the right only reflect the voting behavior of the 96 German MEPs and not that of all 720 MEPs. The proposal for a regulation was adopted overall with 569 votes in favour, 45 against and 23 abstentions. Of the German MEPs, 77 voted for and ten against. There was one abstention from Birgit Sippel (S&D).
